Section R547-15-3 - Formula(1) For the JJS Programs and Operations line item: (a) at the end of each fiscal year, the Division of Finance shall transfer the lesser of the lapsing balance; or(b) an amount to be determined based on calculating the percent reduction in average nightly counts of youth in out -of- home placements from the base year of 2017 to the current year, multiplied by total year end expenditures.
