A facility shall stockpile and protect for use during inclement weather sufficient cover material to ensure its availability for daily cover. A facility shall place a minimum of six inches of compacted cover material on all exposed solid waste at the end of each working day. Alternative daily cover materials may be approved by the secretary case by case.
