Wholesalers shall notify the department of a retail delinquency upon expiration of the deadline to dispute that delinquency by providing the Department a copy of the delinquency notice and evidence of receipt by the retail dealer. No wholesaler may sell alcoholic beverages to a retailer who is delinquent.
