The commission may not grant a license unless the applicant designates in the application at least one person who owns a substantial interest in the corporation, partnership, or association and who will represent the licensee as a qualifying licensee. In addition, the application must designate a person who will be the manager or agent for the licensee. The manager or agent is the person whom the commission or its agents may contact on behalf of the licensee.
