Section 20:10:33:06 - Minimum levels of trunking facilities provided by interexchange companies

Interexchange companies shall design, construct, and maintain sufficient trunking facilities so that at least 98 percent of telephone calls offered to the trunk group do not encounter an all-trunks-busy condition and 98 percent of correctly dialed toll calls are correctly terminated. All interexchange companies which use both line and trunk side connections for access shall have sufficient quantities of switched access service from the local exchange company to maintain acceptable blocking probability for each type of access. A .01 blocking probability is acceptable.
