Section 20:04:26:21 - Offers and agreements to claim or not claim a horse prohibited

No person may offer or enter into an agreement to claim or not to claim or attempt to prevent another person from claiming a horse in a claiming race. No person may attempt by intimidation to prevent anyone from running a horse in a race for which it is entered. No owner or trainer of running horses in any claiming race may make an agreement with another owner or trainer for the protection of each other's horses.
