If a horse is disqualified by the stewards for a positive drug test, ineligibility of the horse according to the conditions of the race, failure by the horse's owner or the owner's authorized agent to have made nomination payments in a proper and timely manner, or for a rule violation, the horse with the next fastest qualifying time shall be allowed to be entered in the finals if the disqualification has occurred prior to the close of entries of the final.
