License fees for meets are payable upon receipt of a license to conduct racing. Associations may pay at the end of each racing week if their fee is determined by the amount of daily handle or by the number of performances. For associations paying upon receipt of license, the unearned fee will be refunded by the commission if the meet is shortened at the request of the licensee for some unforeseen emergency and the consent of the commission is given.
