These Rules and Regulations are promulgated pursuant to the authority of R.I. Gen. Laws Chapter 4-18, and R.I. Gen. Laws §§ 20-1-18, 20-1-22, 20-37-3 and 42-17.1-2(19), in accordance with the procedures set forth in the R.I. Administrative Procedures Act, R.I. Gen. Laws Chapter 42-35.
