Any auction or sale shall be open to all who wish to participate so long as they meet the requirements of § 47.14 of this Part. However, any applicant that has been found to have violated any rule, regulation, or law associated with any commodity market or exchange may be denied eligibility or precluded from participation in CO2 Allowance Auctions/Sales.
