(a) Technical rules of evidence will not be applied, but basic and fundamental rules of law such as the hearsay rule, must be adhered to so as to produce a proper record of the proceedings.(b) Subsection (a) supersedes 1 Pa. Code § §35.161 -35.169 (relating to evidence).
