Section 9.153 - Interbasin transfers and structural alternatives(a) The use of interbasin transfers and construction of impoundments has frequently been utilized to supplement water supplies for intake users in water supply limited areas. In many instances these mechanisms may encourage or stimulate more growth and development than originally designed to support and consequently result in a demand for further water resource development. This frequently creates the need for more impoundments or interbasin transfers.(b) It shall be the environmental policy of the Commonwealth to require the adoption of land and water resource plans and adequate development controls in an area before approving the use of impoundments and interbasin transfers.
