Section 9.152 - Regulatory action(a) In the absence of a strong regulatory framework to protect minimum stream flows, water supply demands from intake users may preempt instream uses and disrupt the maintenance of vital ecologic and hydrologic processes.(b) It shall be the environmental policy of the Commonwealth to protect natural instream uses during periods of reduced stream flows by adopting laws and regulations to establish and enforce Statewide minimum flow standards.
