Section 15.92 - Consistency(a)General. The same arrangement and form of expression should be used throughout the statute unless the meaning requires variation. Consistency helps to avoid having a different construction placed on similar provisions.(b)Words and phrases. Because different words and phrases are presumed to refer to different things, do not use different words or phrases to denote the same thing. Conversely, because the same word or phrase is presumed to refer to the same thing each time it is used, do not use it to denote different things.(c)Structure. Be consistent in approach as well as in the use of particular words. If two sections or minor subdivisions are similar in substance, arrange them similarly.
