Section 13.103 - Joint authority and quorum
The act (1 Pa.C.S. § 1905) provides that:
(1) Words in a statute conferring a joint authority upon three or more public officers or other persons shall be construed to confer authority upon a majority of such officers or persons.(2) A majority of any board or commission shall constitute a quorum.
