Section 581-017-0640 - Accelerated College Credit Instructor Grant Program: Definitions

The following definitions apply to OAR 581-017-0640 to 581-017-0650:

(1) "Accredited" means a public or private post-secondary institution of education that has gone through a validation process to meet accreditation standards and is recognized by one of six accrediting bodies approved by the US Department of Education.
(2) "Community College district" has the meaning in ORS 341.005(5).
(3) "Education Service District" or "ESD" means education service district as defined in ORS 334.003(2).
(4) "Public post-secondary institution of education" means:
(a) the following public universities:
(A) University of Oregon;
(B) Oregon State University;
(C) Portland State University;
(D) Oregon Institute of Technology;
(E) Western Oregon University;
(F) Southern Oregon University;
(G) Eastern Oregon University;
(b) Oregon Health and Science University
(5) "Qualified as instructors of accelerated college credit program courses" means meeting the requirements of a high school's higher education partner(s) to be able to teach a dual-credit course that can award students college credit.
(6) "Rural" means NCES Census Codes Corresponding to Districts Eligible for Funding under the Rural Education Achievement Program (REAP):
(a) 32 - Town, Distant: Territory inside an urban cluster that is more than 10 miles and less than or equal to 35 miles from an urbanized area;
(b) 33 - Town, Remote: Territory inside an urban cluster that is more than 35 miles from an urbanized area;
(c) 41 - Rural, Fringe: Census-defined rural territory that is less than or equal to 5 miles from an urbanized area, as well as rural territory that is less than or equal to 2.5 miles from an urban cluster;
(d) 42 - Rural, Distant: Census-defined rural territory that is more than 5 miles but less than or equal to 25 miles from an urbanized area, as well as rural territory that is more than 2.5 miles but less than or equal to 10 miles from an urban cluster; and
(e) 43 - Rural, Remote: Census-defined rural territory that is more than 25 miles from an urbanized area and is also more than 10 miles from an urban cluster.
(7) "School district" means a common or union high school district.
(8) "Students from Racial or Ethnic Groups that Have Historically Experienced Academic Disparities" includes, but is not limited to American Indian and Alaska Native students, Black and African American students, Hispanic and Latino students, Native Hawaiian and Pacific Islander students, and multiracial students, and any other racial or ethnic group identified by the school district as historically experienced academic disparities.
