Section 150:45-1-4 - Definitions

The following words or terms shall have the following meanings when used in this chapter:

"Department" means the Oklahoma Department of Commerce.

"State Appropriated Funds-Substate Planning Districts' Program" means the state funded and Department approved plan of substate planning district functions designed to foster effective intergovernmental service delivery through multi-county interlocal organizations.

"Substate planning district" means a council of government serving a geographic area composed of multiple counties and the interlocal government organization operating a program, the primary purpose of which is to foster effective multi-county intergovernmental service delivery and that is recognized annually by the state legislature through the Department's appropriation bill.

"State Appropriated Funds-Substate Planning Districts' Request for Qualifications and Guidelines" means the document provided by the Department which is required to be completed by a substate planning district and approved by the Department before funds are released.

"Annual-work programs" means the annual plan of functions and responsibilities described by each substate planning district that are designed to foster multi-county regional planning functions. Such functions may include:

(A) Demonstration of fostering citizen participation in the identification, planning and implementation of goals, objectives and programs for community and economic development;

(B) Assisting in the improvement of communications between citizens, and local, state and federal governments;

(C) Assisting in the improvement of governmental responsiveness to local needs;

(D) Undertaking programs and activities to make governmental delivery of services more effective;

(E) Providing information about district issues and their possible impact on local governments;

(F) Serving as a coordination point for processing federal grant applications for local units of government within the district;

(G) Serving as Regional Clearinghouses in accordance with 74 O.S., Section 5021 Subsection C and authorized as such by the Department upon fulfilling the necessary departmental requirements;

(H) Serving as a focal point for dissemination of technical information available from State and federal agencies;

(I) Serving as a mechanism for local units of government to obtain State and federal assistance in technical, administrative and financial areas;

(J) Coordinating the integration of comprehensive planning efforts into a district plan and assisting the Department in integrating those plans into the State planning function;

(K) Coordinating planning efforts in law enforcement, health planning, community development, economic development, manpower planning and other specific areas as directed by the Department and

(L) Other activities designed to aid in an orderly, productive and coordinated development of the State

"In-kind contributions" means asset resources other than cash that are provided by a substate planning district and committed to the implementation of a substate planning district's annual work program.

"Cash Match" means an asset resource provided by a substate planning district and funded by cash contributions through local member communities' dues and other cash sources.
