The board shall establish a schedule specifying the times and locations of the public comment hearings. The board shall hold at least three hearings in both the downstate and upstate regions as those regions are defined in section 6-102(2) of the Energy Law, to afford interested persons a reasonable opportunity to offer written and oral comments on the draft State Energy Plan.
