Upon issuance of the draft State Energy Plan, the board shall provide notice in the State Register and on the State Energy Plan website of public comment hearings to be conducted by the board. The notice shall also indicate the opportunity for any interested person to submit written comments to the board, and to request evidentiary hearings on the factual assumptions underlying the draft plan in accordance with section 7848.4(a) of this Part. Copies of such notice shall be distributed to the board's service list.
