Section 158.5 - Award of grants

Grants shall be awarded to those boards of education and boards of cooperative educational services which, in the judgment of the commissioner, would be most effective in promoting community involvement to strengthen education and the use of school facilities to enrich the life of residents in the community.

(a) In awarding competitive program grants, the commissioner shall consider, but shall not be limited to, the following factors:
(1) the extent to which the proposed education and community renewal program is coordinated with existing school and community activities;
(2) the extent to which community members, agencies and institutions are willing to provide resources to strengthen education;
(3) the identification of specific school and community needs to be addressed by such program;
(4) the extent to which the proposed program increases the hours during which school resources are available to students and the community;
(5) whether the applicant is in an economically distressed area, as determined by the commissioner, or is a district in need of academic improvement based on comprehensive assessment reports, as determined by the commissioner; and
(6) the quality of the program evaluation plan;
(b) In awarding competitive training grants, the commissioner shall consider, but shall not be limited to, the following factors:
(1) the extent to which the proposed training agency has demonstrated experience and effectiveness in operating education and community renewal programs as described in this Part;
(2) the extent to which the proposed training agency has demonstrated experience and effectiveness in organizing staff development programs for staff of school districts and boards of cooperative educational services; and
(3) the ability of the proposed training agency to provide required training at a reasonable expense.
