(a) The commissioner with the approval of the Regents shall appoint the following councils. These councils shall serve as advisory bodies with which the officers of the department may consult regarding any matters involving institutions in the University or registered in the department. (1) Financial assistance to college students, 12 members. The terms of the members of the first council on financial assistance to college students shall be so arranged that the terms of two members shall expire on September 30, 1962, the terms of two on September 30, 1963, the terms of three on September 30, 1964, the terms of two on September 30, 1965 and the terms of two on September 30, 1966. Thereafter members shall be appointed to serve for a term of five years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term. The executive director of the New York Higher Education Assistance Corporation shall be an ex officio member of the council.(2) Historic sites, 5 members. The terms of the members of the first council on historic sites shall be so arranged that the term of one member shall expire on September 30, 1955, the term of one on September 30, 1956, the term of one on September 30, 1957, the term of one on September 30, 1958 and the term of one on September 30, 1959. Thereafter one member shall be appointed yearly to serve for a term of five years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term.(3) Library, 15 members. All members shall be appointed to serve for a term of five years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term.(4) Museum, 15 members. One member shall be appointed yearly to serve for a term of five years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term.(6) Adult education, 12 members. The terms of the members of the first council on adult education shall be so arranged that the terms of four members shall expire on September 30, 1959, the terms of four on September 30, 1960 and the terms of four on September 30, 1961. Thereafter members shall be appointed to serve for a term of three years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term.(b) The deans or other chief executive officers of the architectural, engineering, medical, dental, pharmacy, physiotherapy and veterinary medical schools shall, respectively, act as similar councils for architectural, engineering, medical, dental, pharmacy, physiotherapy and veterinary medical interests.(c) Regents advisory council on educational television, not more than 15 members. (1) The commissioner with the approval of the Regents shall appoint the members and the chairman of a Regents advisory council on educational television. The purpose of the council on television will be to advise the department and the Regents in formulating basic policy governing the development of educational television.(2) The terms of one third of the members of the first council on educational television shall expire on September 30, 1965, the terms of one-third on September 30, 1966, and the remaining terms on September 30, 1967. Thereafter, members shall be appointed for a term of three years beginning with the first day of October next following the ending of the term to which each, respectively, is to succeed, except that an appointment to fill a vacancy created otherwise than by the expiration of a term shall be for the unexpired term.
