No person shall start the engine or engines of any aircraft when there is gasoline or any type of fuel on the ground under the aircraft. In the event of the spillage of gasoline or any type of fuel no person shall start an aircraft engine in the area in which the spillage occurred even though the spillage may have been cleaned up until permission has been granted for the starting of engines in the area.
