Section 71.5 - Police procedures
(a) Upon impounding a motor vehicle or trailer because of the possibility of its being stolen, the police shall inquire from the National Crime Information Center, either directly or indirectly, to learn the name and address of the owner. If this procedure is unsuccessful, but the vehicle has number plates, the police shall inquire of the motor vehicle registration agency of the state which issued the plates.
(b) Upon learning the name and address of the true owner of a vehicle, the police shall send such person a letter informing him of the location of his vehicle and advising him that he may either claim it within 20 days or within 20 days after it is no longer needed as evidence.
(c) Upon failure of a person to claim his vehicle, the police shall dispose of the vehicle in accordance with section 423-a of the Vehicle and Traffic Law.
