Section 71.4 - Missing or improper vehicle identification numbers
(a) If a vehicle bears no vehicle identification number, or an altered, defaced or effectively concealed vehicle identification number, the agents of the commissioner shall attempt to determine the true vehicle identification number from the confidential identification numbers. If the true number cannot be determined, the vehicle shall be declared unidentifiable. An unidentifiable vehicle shall be impounded and turned over to the Office of General Services.
(b) If a major component part of a vehicle is unidentifiable, the Department of Motor Vehicles shall remove or cause removal of the part and turn it over to the Office of General Services.
(c) If an examination of a part reveals that it is stolen, the vehicle shall be impounded. The vehicle owner shall be given two weeks to acquire ownership of the part from the part owner. If the vehicle owner is unable to acquire ownership of the part, the Department of Motor Vehicles shall remove or cause removal of the part. The part will be returned to the part owner upon his picking up the removed part and paying a removal and storage fee in an amount determined by the Commissioner of General Services. The vehicle owner may remove the remainder of the vehicle.
