Section 502 of the Vehicle and Traffic Law provides that an applicant for a license shall pass an examination as to his qualifications as the commissioner shall require. This Part sets forth the general rules governing the waiver of road test, which is one of the required examinations. In addition to the general waiver rules herein contained, additional rules governing the waiver of road tests are set forth in Part 3 of this Title.
