Section 630.3 - Services of center(a) The center's program of services as defined in article 23-B of the Labor Law shall be planned and operated in relation to present and future needs of clientele. The services shall be of such quality and so applied that they constitute an effective program which seeks the objectives of independence and economic security for the individual displaced homemaker.(b) In establishing priorities for its services, the center shall consider the needs, economic status and obstacles to employment of each individual displaced homemaker.(c) The center may establish a schedule of fees based on ability to pay for various services offered for participants who do not meet the definition of displaced homemakers. The fee schedule shall be subject to the approval of the Industrial Commissioner. Income from fees must be used to defray the costs of this program. Only after the needs of displaced homemakers clientele are satisfied may services be open to others for a fee.N.Y. Comp. Codes R. & Regs. Tit. 12 § 630.3
