A trainee who completes, or terminates without good cause, prior to completion, training in connection with which he received a State training, subsistence or transportation allowance, or received any such allowance under the Federal Manpower Development and Training Act or any other Federal Act, shall not receive a State training, subsistence or transportation allowance for one year after such completion or termination. However, this limitation may be waived.
