In (a), substituted "items submitted pursuant to" for "a complete petition as defined in", "60" for "45" and "the conclusion of the 90-day consistency review period" for "receipt of the complete petition", and inserted "as described in N.J.A.C. 5:85-7.13"; and in the introductory paragraph of (b), deleted a comma following "visioning", inserted the second sentence and substituted "The" for "Then, the" preceding the last occurrence of "Executive Director".
