The provisions of this subchapter apply only to those persons who meet the eligibility requirements listed in 3A:13-5.4, and to the Tuition Waiver Program as described in N.J.S.A. 30:4C-101 et seq. This subchapter does not apply to other scholarships or grants which are provided by the Department or any of the Divisions within the Department.
