The purpose of this subchapter is to establish criteria for eligibility and a standard procedure for providing State paid post-secondary tuition for students between the ages of 16 to 23 years, who meet the eligibility requirements specified in 3A:13-5.4 and in accord with P.L. 2003, c. 132.
