For purposes of RSA 260:14, V(a)(4), disclosures to legitimate businesses for research activities or statistical reports as defined in Saf-C 5601.07, shall be made only via electronic media and only if a minimum number of 250 names is requested, unless otherwise approved by the Commissioner.
