The presiding officer, members of the board, and legal counsel to the board may cross-examine witnesses during or at the conclusion of testimony of each witness to develop a complete record for decision. Other parties or their representatives shall have an opportunity to cross-examine witnesses. Cross-examination shall be by asking questions directly of the witnesses.
