"Energy conservation measure (ECM)" means an activity or set of activities designed to increase the energy efficiency of a building or improve the management of a building's energy demand. The term includes, but is not limited to, physical changes to facility equipment, modifications to a building, revisions to operating and maintenance procedures, software changes, or new means of training or managing users of the building or operations and maintenance staff, alone or in any combination.
