"Cooperating department" means a department in a state that is not a participating state but that has entered into a memorandum of understanding with the appropriate departments of all participating states to carry out certain obligations relative to CO2 offset projects in that state, including but not limited to the obligation to perform audits of offset project sites, and to report violations of this chapter.
