If the pipeline company wishes to place a pipeline that is not encased under Department roadways, the pipeline company shall be required to submit a letter, along with the permit application, from a registered professional engineer certifying that the pipeline to be placed under Department roadways meets the standards set forth in the United States Code of Federal Regulations (CFR), Title 49, Part 195-TRANSPORTATION OF HAZARDOUS LIQUIDS BY PIPELINE. The pipeline company shall also submit pipeline design calculations along with the permit application and the above referenced certification.
