Pressure pipelines carrying liquids such as water, sewage, crude oil and petroleum that cross under roads, streets, frontage roads, ramps, conventional highways, partially controlled and fully controlled access highways will be encased as required in paragraphs 2, 3 and 4 of Section D above; however, pressure pipelines carrying hazardous liquids (crude oil and petroleum products) will not require encasement provided the pipeline company meets the requirements listed in SECTION 602.
