Enforcement: When BPI finds contagious diseases, parasites and pests including the Africanized honeybee or hybridized African/European bees repeatedly that exceed standards for certification as outlined in section 104 of this chapter in bees shipped from another state under official certificates or receives adequate proof or testimony that said state's certificate standards are inadequate, BPI thereafter shall refuse to recognize certificates of such state until such time as he shall receive satisfactory proof that its inspection service has again become trustworthy.
