For purpose of administration and enforcement of the terms and conditions of the Mississippi Fertilizer Law as it applies to animal and vegetable manures, the term manipulated or manipulation shall mean "Manures that have been pulverized, shredded, composted or otherwise processed or treated, including drying to a moisture content of less than thirty percent (30%)".
