(1) A navigable waters livery vessel constructed with bilges or enclosed spaces below decks shall be fitted with an electrically operated bilge pump located in a manner that will assure that all bilge areas can be pumped. The bilge pump shall be in good and serviceable condition.(2) All navigable waters livery vessels shall be equipped with a manually operated bailing device.Mich. Admin. Code R. 281.522
