(1) A grantee shall not use a means test to deny or limit a service to eligible low-income persons unless specifically required by state law or federal regulation.(2) A grantee shall not deny or limit a service to eligible low-income persons who do not contribute to the cost of the service unless authorized by specific state law or federal regulation.Mich.
