(1) Before the construction or alteration of a sewerage system or portions thereof, plans and specifications shall be submitted to the department for review and issuance of a construction permit.(2) The plans and specifications shall be submitted by the owner of the sewer system or treatment facility or by his designated agent. When a person files plans and specifications as an agent of an owner, the owner shall furnish the agent with a letter of authorization for filing the plans and specifications. The letter shall identify the plans or project and be submitted with the plans and specifications.(3) Plans and specifications submitted to the department pursuant to subrule (1) shall not be considered adequate unless prepared by a professional engineer registered in the state, and the plans and specifications shall be properly sealed by the engineer as required by law.Mich.
