The Secretary of State is responsible for ensuring the safety of the motoring public through the judicious administration of the motor vehicle laws. Persons who present an unreasonable risk to the safety of driving public must be denied the privilege to operate motor vehicles. Other persons may have their operating privileges limited or restricted following a driving evaluation.
