Communications Prohibited. No party or other person(s) legally interested in the outcome of a Panel proceeding may communicate ex parte either directly or indirectly with any member of the Panel assigned to the case, in connection with any issue of fact, law or procedure except upon notice and opportunity for all parties to participate.
