Section XLI-509 - Establishment of Financial StabilityA. Applicants for an owner's or trainer's license must submit satisfactory evidence of their financial stability and ability to care for and maintain the horses owned and/or trained by them. Failure to establish such financial responsibility shall be grounds for denial or revocation of license.La. Admin. Code tit. 46, § XLI-509
