A. The awarding of costs shall be governed by R.S. 23:1317(B) and Code of Civil Procedure Article 1920.B. The costs of preparing an appeal shall be initially sustained by the appellant. In the case of pauper, the costs incurred by the Office of Workers' Compensation Administration in preparing the transcript shall be sustained by the Office of Workers' Compensation Administration only where the pauper is the losing party.La.
