Section I-503 - Fraudulent Registration of Louisiana BredA. The above penalties will also be applicable to any person or persons using, or attempting to use, fraud to certify a foal as an accredited Louisiana bred with organizations recognized by the commission and the state of Louisiana. Should any breeder organization, recognized by the commission, discover any irregularities, it shall promptly, in writing, report such violations to the commission.La. Admin. Code tit. 35, § I-503
