Section CXXXI-1509 - Educational Leader Certificate Level 3 (EDL 3)A. This certificate is required in order to serve as a school system superintendent or assistant superintendent. 1. Eligibility requirements: a. hold or be eligible to hold an EDL 2 or one of the Louisiana administrative/supervisory certifications that preceded the educational leadership certification structure;b. three years of successful teaching experience;c. five years of successful administrative or management experience in education at the level of assistant principal or above with assistant principal experience limited to a maximum of two years of the five years of experience with all out-of-state experience verified as successful by the out-of-state employing authority or SEA; andd. earn passing score on the BESE approved school superintendent assessment, in accordance with state requirements.B. Renewal Requirements. An EDL 3 is valid for five years initially and may be renewed thereafter for a period of five years at the request of an LEA. Individuals who are employed in a leadership capacity must successfully meet the standards of effectiveness as a leader, in accordance with §103 of this Part, for at least three years during the five-year initial or renewal period.
