Each loan applicant for a sewerage facility project shall develop, and subsequent to the secretary's review and approval, adopt a user charge system which shall produce adequate revenues for operation and maintenance of the entire wastewater works, including minor replacement. The user charge system shall be based on either actual use of the wastewater works, ad valorem taxes or a combination of the two. An ad valorem tax may only be used if that form of dedicated user charge had been in place prior to the initiation of the proposed project.
