Sec. 4.
(a) This section establishes emission limitations for the coating of any flat metal sheet or strips that comes in rolls or coils.(b) No owner or operator of a coil coating line subject to this section may cause, allow or permit the discharge into the atmosphere of any volatile organic compounds in excess of 0.42 kilograms per liter of coating (3.5 pounds per gallon) excluding water, delivered to the coating applicator from prime and topcoat or single coat operations. After December 31, 1985, this limitation shall be 0.31 kilograms per liter of coating (2.6 pounds per gallon) excluding water.
