Security personnel or library managers shall ticket or cite any vehicle parked in unauthorized areas or improperly parked. The citation shall be substantially similar to the form which is located at the end of this chapter as Exhibit 2, entitled "Traffic Violation", dated September 2000, and made a part of this section.
